From Hazard Planning to Funding Readiness

Counties and municipalities often have hazard mitigation plans and climate risk information. The harder task is turning identified actions into well-defined projects that leaders can prioritize, funders can evaluate, and departments can implement.

Resilience work often stalls because actions lack clear ownership, costs, timelines, benefits, and funding pathways. Communities also need a broader, multi-hazard pipeline, not only projects addressing the hazards that dominate existing HMP.
