What We Deliver

Our founder, Joyce Coffee, led one of the nation’s first citywide climate adaptation strategies in Chicago in 2008. Since then, CRC has helped communities across the U.S. craft actionable resilience strategies that prioritize community needs, infrastructure, and funding readiness.

We convene stakeholders, advise leadership teams, and develop fundable strategies that save lives and improve livelihoods.

We start by understanding where the real risk sits across flood, heat, drought, storm, and other hazards and who is most exposed to it.

From individual infrastructure to whole communities, we translate risk findings into specific, prioritized impacts that need a response.

Strategic Advisor
US Climate Alliance
Working with the UN Foundation and US Climate Alliance member states, CRC helped launch the Governor's Resilience Playbook, delivered training workshops, and translated TCFD guidance for state leaders. In 2026, CRC continues as a technical assistance partner to key Alliance members.

Transportation Research Board

A founding member of WTW's Climate & Resilience Strategic Advisory, CRC brings insurance and financing expertise to resilience planning for governments and real estate portfolios. For one western state, CRC helped design financing models to fund wildfire mitigation and rural economic stability.

CRC helped CEMEX evolve its Patrimonio Hoy housing initiative, integrating climate-adaptive design and disaster resilience into affordable housing for low-income urban families including retrofit guidance and community engagement on heat, flood, and storm risk.

As strategic advisor to AFC, CRC developed resources supporting the State Resilience Partnership, helping states design equitable flood resilience programs and build local project pipelines in frontline communities.
Prime Contractor
US Environmental Protection Agency
CRC is prime contractor for EPA's Disaster Resilient Communities Blanket Purchase Agreement, delivering Campus RainWorks at an HBCU and a Recovery and Resiliency Partnership in Eatonville, FL. CRC also enhances the Equitable Resilience Builder tool across the Great Lakes region, plus national training for government officials.
